Bala Isa was born in 1971 at Jara Dali village, Bayo local Government area of Borno State. After completing his primary education at Jara Dali in 1986, he joined government secondary school Kwaya Kusar from 1987 to 1989 and was later transfer to government senior science secondary school Biu where he completed his secondary education in 1992.

He graduated from University of Maiduguri in 2000 with Bachelor of Science degree in chemistry and obtained his master degree from the same institution in 2015. He also obtained a Postgraduate Diploma in Education (PGDE) in 2007 at Kashim Ibrahim College of Education Maiduguri. He is currently a PhD student at the University of Maiduguri.

Bala Isa began his career as a teacher with Abdulkadir Benishiek Model Staff School, Kashim Ibrahim College of Education and was the first examination officer of the school. He was deployed to Chemistry Department as lecturer in 2009. Until his appointment as Executive Secretary Borno State Scholarship Board, Bala Isa was a lecturer with the Department of Chemistry Borno State University. He is a Member of the Chemical Society of Nigeria (MCSN) and currently the Vice Chairman Chemical Society of Nigeria Borno State chapter. He is also a Member of the Institute of Chartered Chemist of Nigeria (MICCON).
